Rhoads to head street project

Phil Rhoads has been tapped to lead the upcoming downtown streetscape project.
Rhoads, who retired in 2012 as director of the Building and Development Standards Department and was the city’s Chief Building Official, is set to meet with local business owners and city officials this week.
